Reading as a public service

The publishing house Trea has just published the work, La lectura pública: análisis de la Administración pública en los orígenes del sistema bibliotecario español, (Public reading: an analysis of the public administration in the origins of the Spanish library system), wrote by Genaro Luís Garcia López. The work fills a hole in the bibliographic output about the History of Spanish Libraries in the XIX Century. Contents are arranged in four sections. In the first one, it is studied the activity of the Central Government, while the Local Administration is studied in the second section. In the third section it is analyzed the Commissions aimed to manage the national goods, with liability on libraries. In the last one, it is told how those public and private organizations, have contributed to the development of the Spanish library system.

New plans for Reading Promotion

The Junta de Andalucía has showed its Plan de Lectura y Bibliotecas, (Reading and Libraries Plan), (Plan LyB), starting an specific programme aimed to support school libraries and promotion reading in public education institutions. The plan will be carried out through four academic years and it involves a budget for the endowment of school libraries and the starting of new projects of reading promotion. Another interesting initiative in this plan is the creation of the Biblioteca Virtual Escolar de Andalucía (Andalucía Virtual School Library). On the other hand, the Junta de Castilla y León, has passed its Plan de Lectura, (Reading Plan), in which, among other aims, it is expected for a half of the total population, to have a card for the public library at the end of the plan, in 2010. It is a remarkable fact that the laws for public reading in this Community will be modified, and a public library is bound by this requirement in municipalities with more than 1,000 inhabitants.

Libraries Marketing

The IFLA calls yearly its International Marketing Award, to award the best initiatives related to marketing in all kind of libraries. The first prize in 2003 went to the Consorci de Bibliotecas de Barcelona, and in the last hold, in 2006, the third prize went to the Servicio Regional del Libro, Archivos y Bibliotecas de Castilla-La Mancha, (Regional Service for Books, Archives and Libraries in Castilla-La Mancha), for its campaign Biblioteca Púlica: pasa sin llamar, (Public Library: there is no need for knockin). It is an travelling exhibition to explain what a public library consist in. For that, they have used information boards which explain the services of a public library in a didactic way.

Digital resources in Spanish libraries

The Ministerio de Cultura (Culture Department) has put online two useful applications to know the digital collections of Spanish libraries. Both can be consulted in the same URL. On the one hand, the Harvester of Digital Resources is a tool to gain access to the documents in digital libraries or in repositories, in a full text format, observing the protocol Open Archives Initiate- Protocol for Metadata Harvesting, (OAI-PMH). The harvester is periodically updated, and its database is always growing. On the other hand, the Directory of Digital Resources is becoming the first significant compilation of Spanish libraries digital collections. Information is also given about the contents in many diferent digital libraries, their development, funding, subjects, etc, so as the responsibles contact data.
